It does sound like teething, though many babies drool a lot and like to chew alot. Some people call it the "preteething" stage when it can be several weeks of that behavior before actual teeth break through. A good thing for teething is to wet the corner of a washcloth and either chill or freeze it.
Most babies start using their hands to bat at toys around 3-4 months of age, and by 4-5 months of age are able to pick up things. At your daughter's age you probably want to hang chiming/rattling toys for her to bat or grab at - from a toy bar in a car seat or even from a chair that she can lay underneath. If you are able to invest in an activity gym, this is a great age to do so.
I feel like my dd started officially started playing with toys around 4 1/2 months, when she could actually choose which to pick up and shake around. I would lay out several toys on the floor and fly her over them so she could aim for waht she wanted - "grab machine baby", lol. The best things to practice with are those that are fairly light and have a thin part for baby to grab (not that they will always know to grab that part, lol!). So we found soft rattles to be hard to get, but a chain made of the links that hang toys on carseats was excellent, as were wooden spoons and the rattles shaped like rings with beads on them, if that makes sense.

Around 4 months my son really started to reach and grab for his toys.
Around 3 months my son started "chewing" on his hands and he's 5 months now and no teeth.. so not sure about the teething questions. It's quite possible.

Toys - Ha-ha! Our daughter is 11 months and likes very few toys. She's interested in remotes, phones, paper, plastic bottles, and other things around the house.
Sitting up - More common around age 4-5months.
As for teething - can't tell you for sure, but our daughter drooled and stuck her fingers in her mouth for months before any teeth showed up.

My son noticed his toys at about 10 weeks...and started batting & slapping at them (on his activity mat) at about 11-12 weeks. He hasn't yet been able to sit up on his own, nor is he able to hold onto a toy and play with it yet...but I suspect it will be soon.
Get some teething keys or gumming toys...your child might like those, since she is chewing on everything right now. BTW, this behavior is completely normal!
